Doctora en Jurisprudencia from Pontificia Universidad Católica del Ecuador; PhD in Law, and International Doctorate in Fundamental Rights and Public Liberties from Universidad de Castilla - La Mancha (Spain), distinction Cum Laude; Master in Constitutional Law; Specialist in Public-Private Partnerships. Currently pursuing a Master’s degree in Alta Dirección de Empresas (MBA) at Universidad Rey Juan Carlos (Spain).

Law practice for more than 24 years, especially in the following legal fields: Public Contract Law, Competition/Antitrust Law, Arbitration, Public-Private Partnerships, Corporate Law, and experience in all Ecuadorian regulated public sectors. Support in internationalization process of European corporations to enter the Latin-American public and private markets. Legal Support and counseling in the awarding and execution of contracts. Direct support to the creation of more than 100 consortiums, business associations, joint ventures, temporary partnerships and the like. As head of the consulting team, participated in the draft project of the Organic Law on the Public Procurement System and other relevant legal norms. Currently legal advisor and consultant of major corporations, mainly public sector’s providers in Ecuador, Peru and Spain, for projects totaling more than 8.5 billion US$. She is the Academic Director of the Euro-American Congress on Public Procurement regularly held in Europe. She is a member of the Lawyers Academy of Ecuador, a forum recognizing the most distinguished jurists with relevant academic and professional background. She has served as President of the Corporación de Abogados iberoamericanos CEAIS (2016), President of the Foro Iberoamericano de Contratación Pública FICOP (2012), main Director of the former Asociación de Compañías Consultoras del Ecuador ACCE, today Cámara Ecuatoriana de Consultoría (2007), head of the Legal Department of the Cámara de la Construcción de Quito (1994 – 2004), and Vice-president of Legal Affairs of ANDINATEL S.A. (2004-2005).

She is a lecturer and teacher at the main universities of Ecuador and Spain, in particular in Master’s programs, e.g. Public Contractual Law and International Negotiations. She authored altogether more than 100 books and indexed articles of highly specialized academic content. She is often invited to speak at major conferences in Europe and the Americas on key subjects within her field of expertise.
